Ingredients
  

Dry ingredients

  • 1 cup granulated sugar
  • 3/4 cup oat flour
  • 1/2 tsp baking powder
  • 3/4 tsp salt
  • 2/3 cup cocoa powder

Wet ingredients

  • 2 tbsp water (boiling)
  • 1/2 cup butter (melted)
  • 1/2 tsp vanilla extract
  • 2 large eggs (beaten)

Chocolate chips

  • 1/2 cup mini dark chocolate chips

Additional ingredients

  • 1/2 cup powdered sugar

Instructions
 

  • Preheat oven to 325°F. Line an 8x8 baking dish with parchment paper and spray with cooking spray.
  • Mix powdered sugar, baking powder, oat flour, cocoa powder, salt, and chocolate chips in a bowl.
  • Combine sugar with boiling water, then add melted butter, eggs, and vanilla. Mix well.
  • Stir dry ingredients into wet mixture until just combined. Pour into prepared pan.
  • Bake for 45 minutes, cool for 2 hours before cutting.

Notes

For extra fudginess, slightly underbake and let cool completely.
