Instructions
Preheat oven to 325°F. Line an 8x8 baking dish with parchment paper and spray with cooking spray.
Mix powdered sugar, baking powder, oat flour, cocoa powder, salt, and chocolate chips in a bowl.
Combine sugar with boiling water, then add melted butter, eggs, and vanilla. Mix well.
Stir dry ingredients into wet mixture until just combined. Pour into prepared pan.
Bake for 45 minutes, cool for 2 hours before cutting.
Notes
For extra fudginess, slightly underbake and let cool completely.
