Instructions
Heat olive oil in a skillet over medium heat. Add chopped onion and bell peppers; cook until softened.
Add ground beef and cook until browned. Stir in chili powder, garlic powder, cumin, oregano, salt, and pepper.
Mix in black beans, salsa, and 1 cup of water; simmer for 10 minutes.
Meanwhile, cook rice with remaining water according to package instructions.
Combine cooked rice with beef mixture, top with cheese, and serve with cilantro and tortillas if desired.
Notes
For extra flavor, add a squeeze of lime or a dollop of sour cream when serving.
