Instructions
Cook the rice according to package instructions and set aside.
In a skillet, heat sesame oil and cook beef until browned. Add garlic, ginger, soy sauce, brown sugar, and red pepper flakes; cook for 2-3 minutes.
Steam or sauté broccoli and carrots until tender. Mix cooked vegetables with beef.
Prepare chili sesame cream by mixing sour cream, chili paste, soy sauce, and sesame oil.
Assemble bowls with rice, beef and vegetables, top with green onions, sesame seeds, and a dollop of chili sesame cream. Serve immediately.
