Heat olive oil in a large skillet over medium heat. Add onion and 1/2 teaspoon salt; cook until translucent, about 5-6 minutes.
Add minced garlic and cook until fragrant, about 1-2 minutes. Stir in rice and cook for 2 minutes until lightly toasted.
Season chicken with 1 teaspoon garlic powder, 1 teaspoon salt, paprika, onion powder, and pepper. Nestle chicken into rice. Pour in 3 cups of chicken broth, bring to a boil, then cover and simmer for 20 minutes.
Remove lid, stir rice, add remaining broth, 1/2 teaspoon salt, 1 teaspoon garlic powder, and red pepper flakes. Cover and cook for another 10-15 minutes until rice is tender and liquid is absorbed.
Let rest 5 minutes, then serve. Garnish with parsley if desired.
