Mix olive oil, tomato paste, parsley, lemon juice, paprika, garlic powder, oregano, chili flakes, salt, and pepper in a large bowl. Add chicken thighs and marinate for 20-30 minutes.
Toss baby potatoes with a drizzle of olive oil, salt, and pepper in a baking dish. Spread evenly.
Place marinated chicken thighs over the potatoes, skin side down. Cover with foil.
Bake at 375°F (190°C) for 50 minutes.
Uncover, flip chicken skin side up, and bake at 425°F (220°C) for 30 minutes more until crispy.
