Heat 2 tbsp olive oil in a large pot over medium-high heat until shimmering. Add ground beef, season with salt, pepper, and Italian seasoning; brown until no pink remains.
Push beef aside, add minced garlic; cook 30 seconds. Stir in spinach until wilted. Pour in chicken broth and heavy cream, scraping browned bits.
Add pasta, bring to boil, then simmer covered for 10-12 minutes, stirring occasionally.
Stir in Parmesan and cream cheese (if using); mix until smooth. Adjust seasoning to taste.
Serve hot, garnished with parsley, extra Parmesan, and cracked pepper.
