Instructions
Whisk soy sauce, brown sugar, rice vinegar, mirin, cornstarch, ginger, sesame oil, and water until smooth; set aside.
Cook ground beef in a skillet until browned, then add oil, onion, garlic, and scallion whites; cook until fragrant.
Stir in rice and toast for 1-2 minutes, then pour in the sauce mixture and remaining water; simmer covered for 15 minutes.
Add peas and carrots, cook 3-5 minutes, then fluff rice. Garnish with scallion greens and sesame seeds before serving.
Notes
For extra flavor, add a sprinkle of toasted sesame seeds and red pepper flakes.
