Preheat oven to 375°F (190°C). Mix bread and milk, then combine with ground beef, eggs, horseradish, salt, and pepper. Form into meatballs and bake for 20 minutes.
In a saucepan, combine ketchup, maple syrup, soy sauce, Dijon mustard, and water. Bring to a simmer.
Add cooked meatballs to the sauce and simmer for 5 minutes to glaze.
