Instructions
Cook pasta in salted boiling water until 1 minute before tender, then drain and set aside.
Heat olive oil in a skillet over medium-high heat, add garlic and red pepper flakes, and cook for 30 seconds until fragrant.
Add ground beef, brown for 5-7 minutes, then stir in lemon zest and juice, cooking for another minute.
Combine pasta with beef mixture, adding reserved pasta water until glossy sauce forms, then remove from heat.
Sprinkle with Parmesan, toss, and season with salt and pepper before serving. Garnish with parsley if desired.
Notes
For a richer flavor, let the beef rest for a few minutes before serving.
