Melt 2 tablespoons butter over medium heat, add garlic, and cook for 30 seconds.
Add rice and cook for 2-3 minutes until translucent, then stir in seasonings, broth, water, and remaining butter. Bring to a boil, then cover and simmer for 12-15 minutes.
Remove from heat, let sit covered for 10 minutes, then fluff with a fork. Stir in lemon zest, juice, parsley, and dill. Adjust seasoning as needed.
