Instructions
Preheat oven to 350°F (175°C). Line a 8x8 or 9x9 pan with parchment or foil, leaving overhang.
Combine hot melted butter and sugar; let sit 5 minutes, then whisk vigorously for 30 seconds. Add eggs, water, vanilla, and whisk again.
Mix in cocoa powder, powdered sugar, flour, salt until glossy. Fold in chocolate chips.
Pour batter into prepared pan, smooth top, and bake for 28-33 minutes (8x8) or 18-23 minutes (9x9). Cool completely before slicing.
Notes
For a shinier crust, let the sugar and butter sit before whisking. Do not overbake for fudgy texture.
