Instructions
Preheat oven to 325°F (160°C).
Season beef with salt and pepper, coat with flour, then brown in oil. Set aside.
Sauté onions, garlic, and carrots in the same pot for 2-3 minutes.
Add potatoes, broth, tomato paste, bay leaf, thyme, and Worcestershire. Scrape browned bits.
Bring to simmer, return beef, cover, and bake for 2-2.5 hours until beef is tender. Season to taste and serve.
Notes
For richer flavor, let the stew rest for a few minutes before serving.
