Instructions
Rinse the jasmine rice and cook according to package instructions, then keep warm.
Season sliced beef with salt and pepper, then coat with cornstarch.
Heat oil in a skillet, fry beef until crispy, then set aside.
Sauté garlic, chili, and bell pepper for 2-3 minutes until fragrant and tender.
Mix soy sauce, rice vinegar, chili sauce, ketchup, sesame oil, and sugar; pour into pan and stir.
Return beef to pan, toss to coat, then serve over rice garnished with spring onions, sesame seeds, and coriander.
Notes
For extra crunch, double coat the beef with cornstarch and fry in batches.
