Mix coconut oil, honey, brown sugar, and cocoa in a saucepan over medium heat until smooth, then remove from heat. Stir in almond and vanilla extracts.
Combine oats, hazelnuts, and salt in a large bowl. Pour cocoa mixture over and stir to coat.
Spread on a baking sheet and bake for 13 minutes, stirring halfway.
Cool completely, then add chocolate chips and mix.
