Instructions
Preheat oven to 350°F (175°C).
Sauté onion in olive oil until translucent, add garlic, then cook beef with seasonings until browned.
Layer sliced potatoes with melted butter and seasonings in a baking dish, add beef mixture, then top with remaining potatoes.
Mix milk, cream, flour, salt, mustard, and parsley; pour over casserole, top with cheeses.
Cover with foil, bake 45 minutes, then uncover and bake 15 more minutes until golden.
Let cool slightly before serving.
Notes
For extra flavor, sprinkle additional parsley or cheese before baking.
